澳大利亚商会出席中澳自由贸易协会成立十周年虹桥论坛

　　On 5 November 2025, the sub-forum "10th Anniversary of the Implementation of China-Australia Free Trade Agreement (ChAFTA)", part of the 8th Hongqiao International Economic Forum, was successfully held in Shanghai. The forum was hosted by the Ministry of Commerce of the People's Republic of China (MOFCOM), organized by the China Chamber of Commerce of Import& Export of Foodstuffs, Native Produce&Animal By-Products (CFNA), and supported by the China-Australia Chamber of Commerce (AustCham China).

　　2025年11月5日下午，由中华人民共和国商务部主办，中国食品土畜进出口商会承办，中国澳大利亚商会支持的第八届虹桥国际经济论坛——“中澳自贸协定实施10周年”分论坛，在上海国家会展中心成功举行。

　　The forum convened Chinese and Australian government, business, and academic representatives to review a decade of ChAFTA's success and explore future bilateral opportunities.

　　论坛汇聚了中澳两国政、商、学界代表，旨在共同回顾中澳自由贸易协定(ChAFTA)实施十年来的丰硕成果，并展望未来双边经贸合作的新机遇与新方向。

　　During the opening ceremony and keynote speeches, distinguished guests delivered insights on the agreement's historical achievements and future potential.Han Yong, Director General of the Department of WTO Affairs, Ministry of Commerce of China, presided and delivered opening remarks. He was followed by keynote addresses from:

• Paul Grimes, CEO, Australian Trade and Investment Commission
• Yi Xiaozhun, Former Vice Minister of Commerce of China
• Andrew Robb, Former Minister for Trade, Investment and Tourism of Australia
• Wang Xinkui, Chairman of the Shanghai WTO Affairs Consultation Center
• Vaughn Barber, Chair of AustCham China

　　在开幕及主旨演讲环节，多位重量级嘉宾分享了他们的深刻见解。中国商务部世界贸易组织司司长韩勇主持开幕式并致开幕辞。随后，澳大利亚贸易投资委员会首席执行官保罗·格兰姆斯、中国商务部前副部长、中国驻世界贸易组织前大使、世界贸易组织前副总干事易小准、澳大利亚前贸易、投资和旅游部长安德鲁·罗布、上海WTO事务咨询中心理事长王新奎，中国澳大利亚商会会长冯栢文相继发表演讲，共同探讨协定的历史成就与未来潜力。

　　AustCham China Chair Vaughn Barber highlighted in his keynote that bilateral trade has more than doubled under ChAFTA, from approx. AUD 145 billion in 2015 to over AUD 325 billion, demonstrating the pact's cornerstone role and the resilience of businesses in both countries.

　　中国澳大利亚商会会长冯栢文在题为“从互补走向共创——携手构建中澳经贸合作新格局”的主旨发言中指出，自2015年中澳自贸协定生效以来，双边贸易额从约1450亿澳元增长至超过3250亿澳元，实现翻番，彰显了协定作为双边关系“基石”的稳固作用与两国企业的非凡韧性。

　　He called for a strategic shift from the traditional "resource-and-demand complementarity" model to "joint capability building" in the next decade. This entails combining strengths in technology, talent, and capital to address global challenges, moving beyond "trading what we have" to "co-creating" new capabilities neither country could develop alone, with significant potential in four key areas.

　　冯会长强调，未来十年中澳关系应实现从传统“资源与需求互补”向“共同能力建设”的战略升级。“我们不仅要‘互通有无’，更要‘共同创造’——打造两国单独无法实现的新能力。”他进一步指出，“联合能力”的建设在四大关键领域潜力巨大：

　　The two sides can synergize China's lead in solar, batteries, and EVs with Australia's critical minerals and clean manufacturing to jointly develop new energy projects, green hydrogen, and resilient supply chains under ChAFTA.

　　中国在光伏、电池与电动出行领域的技术优势，与澳大利亚在关键矿产和清洁制造方面的布局相辅相成，双方可在新能源制造、绿氢、清洁基础设施等领域深化合作，共建韧性供应链。

　　02  Healthcare & Life Sciences

　　医疗健康与生命科学

　　Combine China's rapid progress in digital health and biomanufacturing with Australia's excellence in clinical research. Promoting regulatory mutual recognition and joint R&D can catalyze transnational innovation platforms and accelerate the commercialization of research.

　　中国在数字健康与生物制造方面的进展，与澳大利亚的临床研究能力形成互补，推动监管互认与联合研发有望建立跨国创新平台。

　　03 Services Trade & Digital Economy

　　ChAFTA featured a pioneering E-commerce chapter. Future expansion will be driven by the deep integration of cross-border digital trade, payment, and logistics systems, enabling seamless connections between consumers and brands.

　　《中澳自贸协定》是中国首批包含电子商务章节的自贸协定之一。未来增长将依托于数字贸易、支付与物流体系的深度融合，实现两国消费者与品牌的无缝连接。

　　04 Agriculture & Food Security

　　Building on a decade of tariff concessions and trade facilitation, the next phase should evolve from simple trade to full industrial chain collaboration. The focus is on co-developing sustainable, resilient food systems to jointly address climate change and food security challenges.

　　在关税减让与贸易便利化基础上，下一阶段应聚焦可持续、韧性食品体系的共建，共同应对气候变化与粮食安全挑战，推动全产业链合作。

　　Vaughn concluded, "The development in these four fields marks a qualitative leap for China-Australia economic and trade cooperation, from 'trading what we have' to 'co-creating', and also provides a 'China-Australia Solution' for regional and even global sustainable development."

　　冯会长总结道，这四大领域的发展标志着中澳经贸合作正实现从“互通有无”到“共同创造”的质的飞跃，也为区域乃至全球可持续发展提供了“中澳方案”。

　　The forum then featured three parallel sessions exploring China-Australia cooperation across various fields.

　　论坛随后进行的三场专题讨论会，分别从不同维度探讨了中澳合作的深度与广度。

　　Parallel Session 1, themed "Sustainable development of energy and mineral trade, innovative role and function of green technology under the framework of ChAFTA," was moderated by Chen Mingliang, Deputy Secretary-General of the China Chamber of Commerce of Metals, Minerals & Chemicals Importers & Exporters, CCCMC). The discussion featured:

• Ragnar Udd, Chief Commercial Officer of BHP

• Wu Kai, Goldwind VP & Chairman of Goldwind International

• Meggie Zhang, China Country Chair & Chief Representative of Woodside Energy (an AustCham Foundation member)

• Zhang Ping, Chairman of the Board of Beijing Jingneng International Power Co., Ltd. (BJEI) (an AustCham Foundation partner)

　　专题讨论一以“中澳自贸协定框架下能矿贸易可持续发展、绿色科技创新角色与作用”为题，由中国五矿化工进出口商会副秘书长陈明亮主持。讨论嘉宾包括：必和必拓首席商务官邬睿格、金风科技副总裁兼金风国际董事长吴凯。商会的基石会员企业澳德赛能源中国总经理兼首席代表张敏以及基石伙伴北京能源国际控股有限公司董事会主席张平也参与了分享，共同就能矿贸易的绿色未来与技术创新的驱动作用交换了意见。

　　Parallel Session 2 focused on "Current situation and future of trade in services and digital economy under the framework of ChAFTA." The session was moderated by Kitty Liu, Greater China Managing Director of Blackmores and AustCham China Board Member. Speakers included:

　　专题讨论二由澳佳宝大中华区总经理、中国澳大利亚商会董事会成员刘家潾主持，聚焦“中澳自贸协定框架下服务贸易、数字经济的现状与未来”。参与分享的嘉宾有：悉尼科技大学澳中关系研究院院长罗震、携程集团高级副总裁王韦、CSL集团全球高级副总裁、政府事务负责人迈克尔・鲁杰罗以及阿里巴巴速卖通英联邦国家经理、用户产品负责人赵立冬。他们深入剖析了数字时代下服务贸易的新模式与发展机遇。

　　Parallel Session 3 addressed the theme "Current situation and future of agri-food trade between China and Australia under the framework of ChAFTA." The session was moderated by Yu Lu, Vice President of CFNA. Speakers included:

　　The session facilitated a comprehensive exchange on enhancing bilateral agri-food trade cooperation.

　　专题讨论三 围绕“中澳自贸协定框架下中澳农食产品贸易现状与未来”展开，由中国食品土畜进出口商会副会长于露主持。澳大利亚昆士兰州贸易投资厅国际业务总经理安娜·费德莱斯分享了昆州在推动对华农食贸易方面的成果与展望。随后，中国农业发展集团有限公司代表、鑫荣懋集团战略品牌品类事业部总经理兼国际物流中心总经理江磊分别从各自领域发表了见解。商会的基石会员企业富邑葡萄酒集团奔富品牌董事总经理唐沐今也分享了奔富品牌在中国市场的发展与对未来合作的期待。

　　The forum was both a celebration of past achievements and a catalyst for future cooperation. Participants affirmed ChAFTA's role as a durable "cornerstone" of the bilateral relationship. The discussions charted a clear evolution in the economic ties: from initial complementarity, to proven resilience, and now advancing towards co-creation through joint capability building and innovation. This shift elevates the partnership beyond a buyer-seller dynamic to a strategic alliance that will jointly tackle global challenges, build resilient supply chains, and set new industry standards.

　　本次论坛的意义深远。它不仅是对过去十年成就的总结，更是在关键节点为双边关系注入了强劲信心与发展动力。嘉宾们一致认为，ChAFTA已证明其能够抵御地缘政治波动和全球性挑战的“基石”作用。论坛清晰地勾勒出中澳经贸关系演进路径：从初期的“互补性”贸易，到克服障碍后的“韧性”证明，如今正携手迈向以“共同能力建设”和“联合创新”为特征的共创阶段。这一转变，聚焦于共同应对气候变化、建设韧性供应链、推动数字融合等全球性议题，将使中澳合作超越简单的买卖关系，升级为共同开拓第三方市场、制定未来产业标准的高度互信伙伴关系。
